No water in African Street the Gardens ?

Today my trash was raided. I put my bins out early and then start carrying the last bags and other things to the bins . When I got back, my bags that were in the bin were torn open, and there’s rubbish everywhere. They also didn’t bag the trash again but put the majority into the bin without a bag. It’s a mess and I doubt if Pikitup will empty the bin as it is now. I know it’s not the usual recycler because I always leave food for him around a specific time. This happened before that usual time.
