What is all the loud talking over a PA system somewhere in Glenwood?

Vincent Hathway: Something needs to be done about the strong chemical smell which sort of smells like petrol that is plaguing the Glenwood area on most days. I find it strongest when I awake at around 03h30 and open up the doors and windows. It literally chokes me and causes me to start coughing. Even my chest tightens up and for someone who is fit and healthy this is not normal.
