Does anyone know what the issue is at the traffic light by Atlas/Finch/Elizabeth rds. Every other day it flashes red. Im so tired of reporting this over and over

Does anyone know who the grey cat belongs to? Has just been in our back garden and almost started a fight with one of our cats. The cat seems to have arrived recently and we are hoping that it hasn't been abandoned. A couple of houses in Wielewalle street have been sold. Just wondering if it perhaps belonged to one of the exowners?
